Connex South Eastern / c2c

Connex South Eastern and c2c were among the first train operating companies formed at the privatisation of Network SouthEast in 1996, taking over respectively the Kent commuter and boat-train services and the London, Tilbury and Southend electrified routes from Fenchurch Street into Essex.

Connex South Eastern, operated by the French transport company Connex (later Veolia Transport), held the South Eastern franchise from October 1996 but became one of the most prominent early examples of franchise failure — the Strategic Rail Authority terminated the franchise in November 2003 following persistent service quality problems, poor financial management, and a deteriorating relationship with government. The franchise passed through interim management before Govia Thameslink Railway took over the Southeastern franchise in 2006. The episode highlighted the tensions between short-term franchise economics and the investment required to maintain reliable services on the dense and demanding Kent network.

c2c (initially LTS Rail, renamed c2c in 2000) operated the London, Tilbury and Southend route — one of the most intensively-used commuter lines in Britain — with considerably more stability, building a reputation for punctuality on the Fenchurch Street–Southend and Fenchurch Street–Shoeburyness services. The franchise passed to National Express and subsequently to Trenitalia c2c, and the route continues to operate with a largely autonomous identity within the broader south Essex commuter network.
